Plain Balck Slip On keds….Whats the Chespest, and Where Can I buy them, in the UK?

Is this a good prom dress?

ok, i know it’s a cheap dress from target and all but i can’t afford much more. i was wondering if it would be a good prom dress. i would wear it with these heels:

but the one i have has several feathers in pink and gold and i got it at claire’s so there’s no way it’s as expensive as that one but i couldn’t find a pic of the one i have.
i would also wear some rings i have. i thought that if i wore it with some cool jewelry it would make it look more fun and effortless.
so is it a good prom dress?
